    * VISIBILITIES...UNDER A MILE AT TIMES.
    * IMPACTS...THE COMBINATION OF HEAVY SNOW AND BLOWING SNOW WILL
    RESULT IN SEVERE WINTER TRAVEL CONDITIONS TONIGHT. DRIVING WILL
    BE EXTREMELY DIFFICULT. VISIBILITY WILL BE DRAMATICALLY REDUCED
